From the Knoxville Police Department:

Fall is a wonderful time of year to go bicycling.  The Knoxville Police Department wants all cyclists, particularly children, to stay safe while enjoying this sport.  That's why we (KPD) are conducting our annual fall Safety Fair at Safety City on Saturday, September 29, from 10 a.m. to 2 p.m.  Families are encouraged to come out to learn about pedestrian and bicycle safety.
